Chile’s Ministry of Housing and Urban Development (MINVU) issued, on August 14, 2025, Circular DDU 526, which implements the Territorial Planning Instruments (IPTs) Portal. This digital platform will provide information on the status of IPTs in Chile and the processes involved in territorial planning.
The IPTs Portal will serve as the official public information system for drafting, modifying, and appraising IPTs, fulfilling the requirements of Article 28, Section 11, Letter b) of the General Law on Urbanism and Construction (LGUC). It aims to present all available information in a systematic, centralized, and electronic format to promote transparency in the land market.
Below, we highlight key features of the new portal.
IPTs Portal
The IPTs Portal platform will be free, publicly accessible, and updated in real time. It will include information on both intercommunal and communal IPTs. Dynamic dashboards at the communal, regional, and national levels will display real-time progress on IPT processing and implementation. Users will be able to track administrative actions taken by competent authorities regarding IPT approval, in accordance with Article 28, Section 7 of the LGUC.
Responsibilities of competent authorities
Municipalities, regional governments, and other relevant bodies and services must provide MINVU, through its Regional Ministerial Secretariats (SEREMI MINVU), with updates on the progress of regular IPT drafting or modification processes via their electronic platforms. This obligation complies with Articles 28, Sections 7–8 of the LGUC and must be fulfilled within the timelines and formats specified in Article 2.1.6 of the General Ordinance on Urbanism and Construction.
SEREMI MINVU must incorporate the corresponding links to these electronic platforms into the IPTs Portal. Beginning November 1, 2025, temporary links will be redirected to the official electronic platforms of each competent body responsible for IPT drafting or modification.
Notifications to public authorities
The IPTs Portal will send alerts to public officials such as mayors, governors, and directors of public works regarding key milestones, including the implementation of new IPTs.
Sanctions
The responsibility to publish and disclose administrative acts through official electronic platforms lies with the issuing bodies, as outlined in the Circular. Failure to provide this information will be considered a breach of the principle of administrative integrity, in accordance with Article 28, Section 11 of the LGUC.
