Concert names Carroll as Chief Actuary & Rangel-Brown as VP, Human Resources

Concert Group Holdings, Inc., a specialised insurance holding company known for providing tailored solutions to programme insurance markets, has appointed Tom Carroll as Chief Actuary and Lori Rangel-Brown to a newly created role of Vice President (VP), Human Resources, both effective as of September 1st, 2025.

Carroll’s appointment follows the promotion of Sam LaDuca as the Chief Executive Officer as of August 1st, 2025.

Most recently, Carroll served as the Captives VP & Actuarial Director at Zurich North America. He spent 11 years at Zurich, where he was first hired as a Direct Markets – Actuary.

Before this, Carroll was Corporate Finance Manager at Retail Properties of America, Inc. In the past, he has also held positions at CNA, Navigant Consulting and Fireman’s Fund Insurance Company.

Rangel-Brown was most recently the Human Resources Business Partner for Freshfields US LLP. Partnering with key executive leaders, she managed the development and execution of the firm’s people strategy.

Her 23-year career as a human resources specialist includes five years with Western World Insurance Company as the VP, Human Resources & Payroll, and 13 years at Ambac Assurance Corporation, where she held a series of increasingly senior roles.
