Acting Chairman Pham Announces New Leadership, Members of Global Markets Advisory Committee and Subcommittees

WASHINGTON — Commodity Futures Trading Commission Acting Chairman Caroline D. Pham today announced new members of the Global Markets Advisory Committee and subcommittees, which she sponsors. Scott Lucas, Managing Director, Head of Markets Digital Assets at J.P. Morgan, has been appointed co-chair of the GMAC’s Digital Asset Markets Subcommittee, together with co-chair Sandy Kaul, Executive Vice President at Franklin Templeton.

“The Global Markets Advisory Committee continues to provide invaluable expertise that has not only shaped policy decisions at the CFTC, but has also added important context to global discussions about emerging trends in market structure and the regulatory treatment of digital assets,” Acting Chairman Pham said. “I’m thrilled to announce Scott Lucas, Head of Markets Digital Assets at J.P. Morgan, as the co-chair of the GMAC’s Digital Asset Markets Subcommittee. Scott will serve with Sandy Kaul, Franklin Templeton’s Executive Vice President, and Scott’s deep knowledge and experience with distributed ledger technology and the rapid evolution of digital asset market structure will be indispensable as the subcommittee continues to build on its impressive body of work. I also want to thank Caroline Butler for her service as co-chair. Together, Sandy and Caroline delivered the first-ever U.S. digital asset taxonomy and recommendations for tokenized non-cash collateral, both significant milestones for regulatory clarity. I am grateful to Sandy, Scott and all of our new and continuing members for their willingness to serve and contribute to the CFTC’s mission.”
