RTA Dubai Approves Regulatory Framework for Self-Driving Heavy Vehicles

Dubai is taking a major step toward autonomous transport as the Roads and Transport Authority (RTA) has approved a comprehensive regulatory framework to govern self-driving heavy vehicles used in logistics.

Framework for Smart Mobility

The new regulations cover licensing, trial operations, vehicle technology requirements, and safety protocols to ensure the safe integration of autonomous heavy vehicles into Dubai’s road network. Developed in partnership with private companies, distributors, retailers, and strategic stakeholders, the framework is designed to enhance operational efficiency, cut emissions, and position Dubai as a global leader in smart logistics solutions.

Mattar Al Tayer, Director General and Chairman of RTA, said the move reflects the emirate’s vision to strengthen its global competitiveness. He noted that the initiative supports the Dubai Economic Agenda (D33) and advances the Smart Self-Driving Transport Strategy, which aims to convert 25% of all journeys in Dubai to autonomous trips by 2030.

Boosting Efficiency and the Economy

Al Tayer emphasized that the framework will modernize the logistics transport sector, which currently operates a fleet of more than 61,000 heavy vehicles ranging from 3.5 to 65 tonnes. The initiative is part of the Dubai Commercial and Logistics Land Transport Strategy 2030, which aims to:

  • Double the sector’s direct contribution to the economy to AED 16.8 billion
  • Increase technology adoption by 75%
  • Cut carbon emissions by 30%
  • Improve operational efficiency by 10%

Pilot Routes Identified

The rollout will occur in two stages. The first stage focuses on defining licensing rules and safety standards, while the second stage introduces pilot routes. These include Jebel Ali Port, Al Maktoum International Airport, Jebel Ali Port Rail Freight Terminal, Dubai Investments Park, and Ibn Battuta Mall. Some routes will initially operate with safety drivers, while others will be fully autonomous.

Supporting Broader Strategies

The framework also supports six specialized strategies, including traffic safety, zero-emission transport, digital transformation, and asset management. A total of 17 projects will be implemented to drive growth in the logistics sector.

Digital Logistics Platform

Alongside the framework, RTA has launched a digital logistics platform, Logisty, in collaboration with TruKKer. The platform connects customers with commercial transport providers, enabling on-demand booking and fleet management. This system is expected to improve efficiency, reliability, and user experience while consolidating Dubai’s status as a regional logistics hub.

Al Tayer concluded that Dubai’s advanced infrastructure and commitment to international standards make it one of the world’s most prepared cities for adopting autonomous transport. He invited local and international companies to participate in upcoming trials to further strengthen the sector’s competitiveness.
