    Nepra cuts power tariff by Rs4.03 for Karachi consumers

    KARACHI:

    The National Electric Power Regulatory Authority (Nepra) has slashed power tariffs under the monthly fuel cost adjustment, offering relief to both K-Electric users in Karachi and consumers across the rest of the country served by government-run distribution companies (DISCOs).

    According to a notification issued on Wednesday, the electricity tariff for K-Electric consumers has been reduced by Rs4.03 per unit, while a reduction of Rs0.50 per unit has been approved for consumers in other parts of the country. The separate notifications clarify that the relief will be reflected in electricity bills for July 2025.

    Nepra stated that the reduction for K-Electric applies to the monthly adjustment for April 2025, whereas the decrease for DISCO consumers is based on the adjustment for May 2025.

    K-Electric had requested a reduction of Rs4.69 per unit for April, while the Central Power Purchasing Agency (CPPA) sought an increase of Rs0.10 per unit for May on behalf of the DISCOs. However, the regulator approved a lower adjustment, granting relief instead.

    This announcement follows Nepra’s earlier decision last week to reduce the national base power tariff by Rs1.15 per unit. The proposal has been forwarded to the federal government for final approval and implementation and is aimed at providing relief to domestic consumers facing increasing utility costs.

    According to the revised tariff structure, the maximum rate for domestic consumers using 100 to 500 units per month will now stand at Rs47.69 per unit. Meanwhile, lifeline consumers using up to 50 units per month will continue to be charged Rs3.95 per unit. For those consuming between 51 and 100 units, the tariff has been fixed at Rs7.74 per unit.

    Protected domestic consumers using 1 to 100 units will be charged Rs10.54 per unit, while those using between 101 and 200 units will pay Rs13.01 per unit. For non-protected consumers, the rate has been set at Rs22.44 per unit for usage between 1 and 100 units, Rs28.91 for 101 to 200 units, and Rs33.10 for 201 to 300 units.

    Those consuming between 301 and 400 units will be charged Rs37.99 per unit, while consumption between 401 and 500 units will cost Rs40.20 per unit. The rate increases to Rs41.62 for usage between 501 and 600 units, Rs42.76 for 601 to 700 units, and reaches the maximum of Rs47.69 per unit for consumers using more than 700 units per month.

    Maritime security firm Diaplous released a photo showing at least five Eternity C crew members being rescued

    Six crew members have been rescued and at least three others killed after a cargo ship was attacked by Yemen’s Houthis and sank in the Red Sea, a European naval mission says.

    The Liberian-flagged, Greek-operated Eternity C was carrying 25 crew when it sustained significant damage and lost all propulsion after being hit by rocket-propelled grenades fired from small boats on Monday, according to the UK Maritime Trade Operations (UKMTO) agency.

    The attack continued on Tuesday and search rescue operations commenced overnight.

    The Iran-backed Houthis said they attacked the Eternity C because it was heading to Israel, and that they took an unspecified number of crew to a “safe location”.

    The US embassy in Yemen said the Houthis had “kidnapped many surviving crew members” and called for their immediate release.

    Authorities in the Philippines said 21 of the crew were citizens. Another of them is a Russian national who was severely wounded in the attack and lost a leg.

    It is the second vessel the Houthis have sunk in a week, after the group on Sunday launched missiles and drones at another Liberian-flagged, Greek-operated cargo ship, Magic Seas, which they claimed “belong[ed] to a company that violated the entry ban to the ports of occupied Palestine”.

    Video footage released by the Houthis on Tuesday showed armed men boarding the vessel and setting off a series of explosions which caused it to sink.

    All 22 crew of Magic Seas were safely rescued by a passing merchant vessel.

    Since November 2023, the Houthis have targeted around 70 merchant vessels with missiles, drones and small boat attacks in the Red Sea and the Gulf of Aden.

    They have now sunk four ships, seized a fifth, and killed at least seven crew members.

    The group has said it is acting in support of the Palestinians in the war between Israel and Hamas in Gaza, and have claimed – often falsely – that they are targeting ships only linked to Israel, the US or the UK, which have carried out air strikes on Yemen in response.

    On Wednesday the EU’s naval mission in the Red Sea, Operation Aspides, said it was participating in the international response to the attack on the Eternity C and that “currently six castaway crew members have been recovered from the sea”.

    An Aspides official told AFP news agency that five were Filipinos and one was Indian, and that 19 others were still missing.

    The Greece-based maritime security firm Diaplous released a video on Wednesday that showed the rescue of at least five seafarers who it said had spent more then 24 hours in the water, according to Reuters news agency.

    “We will continue to search for the remaining crew until the last light,” Diaplous said.

    Reuters also cited maritime security firms as saying that the death toll was four.

    The US state department condemned the attacks on the Magic Seas and Eternity C, which it said “demonstrate the ongoing threat that Iran-backed Houthi rebels pose to freedom of navigation and to regional economic and maritime security”.

    “The United States has been clear: we will continue to take necessary action to protect freedom of navigation and commercial shipping from Houthi terrorist attacks, which must be condemned by all members of the international community.”

    In May, the Houthis agreed a ceasefire deal with the US following seven weeks of intensified US strikes on Yemen in response to the attacks on international shipping.

    However, they said the agreement did not include an end to attacks on Israel, which has conducted multiple rounds of retaliatory strikes on Yemen.

    The secretary-general of the International Maritime Organization (IMO) called for intensified diplomatic efforts following the new wave of attacks.

    “After several months of calm, the resumption of deplorable attacks in the Red Sea constitutes a renewed violation of international law and freedom of navigation,” Arsenio Dominguez said.

    “Innocent seafarers and local populations are the main victims of these attacks and the pollution they cause,” he warned.

    NO. 1 COURT, ALL ENGLAND CLUB — Iga Świątek extended the best grass-court form of her career by beating No. 19 seed Liudmila Samsonova 6-2, 7-5 Wednesday, to reach the Wimbledon semifinals for the first time.

    Świątek, the No. 8 seed, who is sometimes simplified into a caricature of a clay specialist whose game doesn’t match up to grass, has dismantled that already unstable narrative the past fortnight. After not winning the French Open for the first time since 2021, the five-time Grand Slam champion had a bit more time to adjust to grass, and that’s been evident in her performances.

    She has played with a clarity of purpose that’s often been missing at Wimbledon. Rather than overhitting in tight moments, Świątek has used the patience and variety that first took her to the top of the sport betwee 2020 and 2022, even when things haven’t gone her way. She kept her composure in the face of a late charge from Samsonova, securing the win with a beautifully guided forehand return winner. She celebrated with a jig along the Wimbledon turf, showing a lightness that belies her stressful past year, and moments later, Świątek said she had “goosebumps” in her on-court interview.

    She had been largely in control during Wednesday’s quarterfinal, but things threatened to get away from her when Samsonova broke to get back on serve midway through the second set. Samsonova had upped her level after a disappointing first set and was committing a lot more to her shots. In many of her defeats over the past year, and certainly during her Wimbledon exit to Yulia Putintseva 12 months ago, Świątek has responded to momentum changes with aggressive tennis and unraveled in the process.

    She was calmer here, playing with a more controlled aggression to immediately break back to lead 4-2.

    Świątek had to raise her level again when Samsonova started nailing forehand winners and battled back to 4-4. The memory of her defeat to Putintseva, in which the Kazakh went on a tear that included one unforced error in 13 games, started bubbling up. Świątek roared in frustration when a mediocre backhand allowed Samsonova to guide a backhand winner up the line and hold for 5-5. She was then given a time violation.

    It would have been easy for Świątek to lose her focus. But she held from 0-30 down, helped by a pair of forehand winners, and after holding for 6-5 pinched the set and the match with a 10th forehand winner. “Anytime the momentum changes, you just need to get back to work and do something better,” Świątek said in a news conference of her ability this tournament to cope when things start to go against her.

    A longer lead-in to the grass-court season allowed Świątek to focus “on my movement and how I should stop before hitting the ball,” alongside her team.

    “Also, just on fast hands because obviously it’s important here not to stop the movements, even though the ball sometimes is fast.” She added that the serve has been another area of focus, while Samsonova said that Świątek seemed more confident on the grass and said that there wasn’t a major difference between her level on it compared to clay.

    Świątek’s fall from her long-held position as the dominant world No. 1 has been well documented. She hasn’t won a title in 13 months, and hadn’t reached a final in that period until doing so at the Wimbledon tune-up event in Bad Homburg, Germany. But she’s still the world No. 4, has reached the semifinals of all three Grand Slams this year, and has now picked up the second most ranking points of anyone in 2025.

    Those results would be used as an illustration of excellence for just about any other player on tour. Someone as successful as Świątek is held to different standards, but the characterization of her past year as a catastrophe now feels as wide of the mark as the idea that she cannot play on grass.

    Her run has been built on the fundamentals that made her near-unbeatable in 2022, the year of her only major title outside Paris, at the U.S. Open. She is using angles and spin more than brute power, and showing variety to go with the violence on her forehand. Her serve has also been much more reliable these past couple of weeks, with Świątek winning 52 per cent of second-serve points on Wednesday, compared to Samsonova’s 28 per cent.

    All of this has taken Świątek to unchartered territory at the All England Club. Next up is a semifinal Thursday against either the unseeded Belinda Bencic, who defeated Mirra Andreeva in straight sets in their quarterfinal.

Of course, since she is royalty, she’s had to do that just as King Charles is also battling cancer, which adds pressure and stress to Kate and William both, as Prince William is next in line for the throne.

    Now, a big change might affect that adjustment. Middleton’s longtime right-hand woman, Natasha Archer, is departing Kensington Palace, according to People. Archer is setting up her own private consultancy firm, and both the Prince and Princess of Wales have reportedly wished her the very best for the exciting opportunities ahead.

    Natasha, known as “Tash,” has been with the royal family since 2010, when she joined as a personal assistant to both Princess Kate and Prince William. Over time, she reportedly became an important part of Middleton’s inner circle and was widely known as Kate’s unofficial stylist. Her most recent official role was as the senior private executive assistant to the Prince and Princess of Wales.

    The news comes just as Kate Middleton has started opening up about her mental health following her cancer treatment. She had a frank conversation with patients and staff members of the NHS about her health journey and how she’s learned to listen to her body. “You put on a sort of brave face, stoicism through treatment,” she said while visiting Colchester Hospital in Essex at the beginning of July. “Treatment’s done, then it’s like, ‘I can crack on, get back to normal,’ but actually, the phase afterwards is really, really difficult.”

    Middleton was diagnosed with cancer in April 2024. She underwent treatment for months and finished chemotherapy in September of that year. In January 2025, Middleton announced she was in remission. However, her return to public life has been gradual.

    “You’re not necessarily under the clinical team any longer, but you’re not able to function normally at home as you perhaps once used to,” she explained as she discussed the after. “And actually, someone to help talk you through that, show you, and guide you through that sort of phase that comes after treatment, I think is really valuable.”

    “You have to find your new normal and that takes time…and it’s a roller coaster, it’s not smooth, like you expect it to be,” Middleton also said. “But the reality is you go through hard times.”

    Considering recent reports that Middleton’s illness was much worse than anyone ever knew, this might explain why Natasha Archer chose not to leave until now. “I can say that, from what I understand, she is fortunate to even be speaking of recovery,” royal correspondent Rebecca English wrote in the Daily Mail.

    So, Middleton’s staff might be changing, but at least she’s doing much better.

    Trump’s efforts to get a TikTok spinoff have been caught up in broader U.S.-China trade tensions

    TikTok is getting ready to introduce a standalone app for the American market, according to a Reuters report citing unnamed employees of the social-media platform.

    An app just for U.S. users – which looks set to run on an algorithm and data system that’s separate from TikTok’s global platform – would pave the way for a possible sale of that business, the report said.

    A U.S. law that was enacted in April 2024 amid broad bipartisan support had aimed to ban TikTok nationwide as of Jan. 19 as long as the platform remains controlled by its Chinese parent company, ByteDance Ltd. Supporters of the law have argued that the video-sharing app is a threat to national security and have raised data-privacy concerns.

    But President Donald Trump has kept ordering his Justice Department not to enforce the law while expressing admiration for how TikTok helped him reach younger voters during the 2024 White House race. In addition, Trump has indicated that his administration’s efforts to get TikTok’s parent to sell off the U.S. operations have been caught up in broader trade fights between Washington and Beijing.

    If TikTok ever were to go away in the U.S., analysts have said that would boost the platform’s publicly traded competitors. The video-sharing app’s rivals include Meta Platforms Inc.’s (META) Facebook and Instagram, Google’s (GOOG) (GOOGL) YouTube and Snap Inc.’s (SNAP) Snapchat.

    TikTok didn’t immediately respond to MarketWatch’s request for comment.

    When a stroke goes unnoticed, it can have serious consequences later in life. According to the Centers for Disease Control and Prevention, around one-quarter of strokes in the United States occur in people who have had a prior stroke. Asymptomatic, or silent, strokes often require a brain scan to be detected.

    Toby Gropen, M.D., a professor in the Department of Neurology at the University of Alabama at Birmingham, explains how to recognize the signs of stroke and how response time affects recovery.

    “In a stroke emergency, every minute counts,” Gropen said. “Recognizing the signs of a stroke, and getting proper treatment quickly, can prevent long-term damage and improve overall outcomes.”

    Immediate medical attention is the first step in treatment. Earlier intervention improves the likelihood of preserving brain function and reducing long-term disability. Some treatment options include clot-removal procedures, medications and rehabilitation.

    What is a stroke?

    A stroke happens when there is a sudden lack of blood flow to the brain. This causes brain cells to die and may lead to severe, rapid brain damage.

    The effects of a stroke vary depending on size and which part of the brain is affected. The brain controls everything from movement to emotions, behavior and sensory functions. Damage in one area can lead to impairments in vision, speech, mood or personality.

    Stroke risk factors

    Gropen says understanding the causes of strokes is essential in practicing prevention.

    Most strokes are associated with common risk factors, which fall into two categories: non-modifiable and modifiable. Non-modifiable risk factors include age, sex, family history, race and ethnicity. Modifiable factors, like physical inactivity, some medications or smoking, are addressed through lifestyle changes.

    “While the overall risk increases with age, younger individuals are not immune,” Gropen said.

    “Strokes in younger people can stem from less traditional causes, such as trauma, blood clotting disorders, heart abnormalities or even drug use. This can make diagnosis and prevention especially important in this age group.”

    Signs and treatment

    The common signs of stroke affect a person’s balance, eyes, face, arms and speech. These signs require timely action and are grouped into the acronym BE FAST:

    • Balance: Loss of balance or coordination
    • Eyes: Blurred or double vision
    • Face: Facial drooping or numbness
    • Arms: Tingling, numbness or weakness in one arm
    • Speech: Slurred speech or difficulty understanding others
    • Time: Act timely and calling 911

    “Patients who receive treatment within the first few hours after symptom onset have significantly better outcomes, and those treated within the first hour often have the best outcomes,” Gropen said.

    In 2008, humans on Earth sent a message to exoplanet Gliese 581c. The message will arrive at the planet in 2029. If (an “if” of astronomical proportions) there were aliens there, the earliest we could expect a reply is 2050.

    Discovered in 2007, Gliese 581c is the second planet discovered in the Gliese 581 system, and the third planet from its host star. The star is a red dwarf, the smallest type of hydrogen-burning star in the cosmos. While they have a lot less mass than the Sun and produce a lot less energy for any orbiting planets, these stars – also known as M-type stars – have been proposed as potential places to look for life.

    Gliese 581c, with its mass of 5.5 Earths, is a class of planet called a “super Earth”. The planet, like companion planet Gliese 581d, briefly drew attention as it was first thought to be near the habitable zone.

    “Planets Gl [Gliese] 581c and Gl 581d are near to, but outside, what can be considered as the conservative habitable zone,” a paper from 2007 explains.

    “Planet ‘c’ receives 30 percent more energy from its star than Venus from the Sun, with an increased radiative forcing caused by the spectral energy distribution of Gl 581. This planet is thus unlikely to host liquid water, although its habitability cannot be positively ruled out by theoretical models due to uncertainties affecting cloud properties and cloud cover.”

    While not exactly the most promising candidate for extraterrestrial life, you work with what you’ve got, and in 2008 the “Message from Earth” project decided to send a message towards the planet on the (tiny -10) off-chance there is somebody home. 

    On October 9, 2008, the State Space Agency of Ukraine sent a message towards Gliese 581c. Unlike the Voyager records, whose messages were chosen by a committee chaired by renowned physicist Carl Sagan, the messages sent to the exoplanet were submitted by (among others) the users of defunct social network site Bebo, and put to a public vote.

    In the final 501 images and pieces of text included in the message, there were images of famous Earthlings including Hillary Clinton and Britain’s inexplicable morning TV presenters Richard and Judy. Celebrities were involved too. X-Files star Gillian Anderson chose to send a picture of Barack Obama and George W. Bush Jr in order to “represent good and evil”, while the band McFly sent an image of Cheryl Cole to represent the Earthling “perfect body”. Other messages from the public, some on the theme of world peace and the meaning of life, were also sent to the planet.

    Lying 21 light-years from Earth, the signal would take [counts on fingers] 21 years to get to the planet, arriving in 2029. Assuming that the aliens were evolved enough to have their own broadcast equipment, Bebo accounts, and extraterrestrial equivalent of McFly, the earliest we could expect a reply is in 2050.

    More recent papers have been more optimistic about the potential habitability of the Gliese 581 planets.

    “This study confirms that Gliese 581c is situated very close to the inner limit of Gliese 581’s [habitable zone], especially if the [habitable zone] limit for dry planets is considered. However, in that context, further studies including studies pertaining to the dry limit of super-Earths as well as planets in close proximity to M-dwarfs, would be needed to finally gauge the habitability prospects of Gliese 581c,” a paper on the topic explains.

    “Another relevant aspect is the principal possibility of extremophiles. For those life forms, notable augmentations of [habitable zones] are expected to manifest, based on results given by, e.g., Rothschild & Mancinelli (2001) and Des Marais et al. (2008).”

    Nevertheless, we wouldn’t hold our breath for a return message from aliens, even in 2050. In all likelihood, we have beamed a baffling selection of celebrities into the cosmos for absolutely nobody to see. Which, to be honest, is still pretty fun to think about.
